A tribute to Chuck Jacobson from the July 11, 1983 Blastoff:
As for our last Rotary year, we cannot say enough good things about outgoing president, CHUCK JACOBSON. His leadership was superb. He took charge. He didn't pass the 'buck'. Under his direction we had one of our greatest years in this Rotary club. For instance we mention only several of many fine accomplishments; a fine increase in membership, a most rewarding 9th annual Shrimporee Charity Benefit and setting a record in the naming of nine PAUL HARRIS FELLOWS by means of club and personal cash contributions to the Rotary International Foundation. So to you, CHUCK, and the members of your administration we say, "THANKS FOR A SPLENDID YEAR OF LEADERSHIP:"

Twelve of the Club's former presidents were on the roster. A former District 589 Governor, Floyd Boze 1981-1982, and a charter member, Vince Lipovsky, attended the weekly club meetings. Charter members Richard Allen, Frank Morgan, Bev Steadman, and Charles Whynot were on the roster.

The history file contained 24 Board meeting
minutes and very little correspondence. However there was a bounded document which contained the Club's plans and goals, budget and the avenues of service committee members and a bounded Shrimporee Report. The Club continued to meet at the Holiday Inn,

There were 24 newsletters,  
Blastoff, out of a possible 47, assuming that one was issued every Club meeting day. The Club Programs and Special Events listing contained 40 programs. The newsletters were of various colors, legal size, and two sided.

There is no record of expenditures only the
1982-83 budget dated June 15, 1982.  However Board meeting minutes noted several donations including the principle beneficiary, Meal on Wheels, which was the $5,000 budgeted bringing the total to $9,006. Since the Shrimporee netted $18,088 it is suspected that the amount given to service projects was more. The amount of monies made from the fund raisers since the first recorded fund raiser in 1968 was $134,487.

There was a bounded, well prepared 1982-83 Plans and Goal attached to a
letter dated August 12, 1982 from District Governor Hill which provided an evaluation of the Club's plans. The Plans and Goals were not put in the archives because all the information is plans and goals and there is no documentation of the corresponding accomplishments at the end of the year.

There was abounded, mostly typed report, prepared by Jack Eggleston, General Chairman of the Shrimporee, title"
Ninth Annual Shrimporee and Benefit Auction 1982 " that contains much information about the fund raiser. There is a summary report in front which provides a good overview of the activities and a financial statement. The Chairman noted that there were 2,517 plates served.

The
membership was 136 members according to the June 30, 1983 Plans and Objectives. There were 26 members added and 18 terminations for a net gain of 8 members. The only Club Roster is dated April 1, 1983. Club member attendance was 84%.

Request to the La Porte Rotary Club for Seabrook to be in the Club's territorial boundarieswas
rejected. Note Historian 2009: Click on territorial boundary for more information.

The 60% attendance rule was passed by The Rotary International Board of Directors amended Article IV of the Recommended Rotary Club By-laws by adding a new paragraph to Section 2 as follows:
"All members excepting an honorary member (or a past service or senior active member excused by the Board of Directors of this club, pursuant to sub-sections (c) and (d) of Section 5 of Article VIII of the Standard Club Constitution) in good standing in this club, on the day of the regular meeting, must be counted as present or absent, and attendance must be evidenced by the member's being present for at least sixty (60) percent of the time devoted to the regular meeting, either at this club or at any other Rotary club."

The Club luncheon hours were changed to 12:00 Noon. This was done to reduce the number of
scooters who left while the speaker was still presenting the program.

A
letter was received from the Comptroller of Public Works dated October 1, 1982 regarding sales tax on meals.

There were nine
Paul Harris Fellows named for the Rotary Year bringing the total for the Club to 25 since 1972.

The 74th Rotary International Convention was held June 5-8,1983 in Toronto ON, Canada. There were 16,250 in attendance and no record of anyone from Rotary of Space Center, Houston attending.

District 589 Conference was held on April 22-23, 1983 at the Adams Mark Hotel in Houston, Texas.

This Rotary year history was palced in the archives in 2009.
